Draft: Support archive promotion to prod

While implementing Archive promotion, I decided to try the promotion component.

This Merge Request will have proposed changes to the component in support of Archive promotion hoping

  • to help component development based on a first "real life" application
  • to position Archive favorably with respect to aligning with proposed conventions and leveraging common code
