3) new gsi tag: fv3da.v1.0.14 -- set shallow convection to true for ensemble forecast; build script updates

4) add 3-D cloud fraction to gfs cycle forecast output  to suppoer AWC.

5) updated CHGRES and GCYCLE programs to use the same sfcsub.F as in the model. Also fix error in climo update of TREF for small, isolated lakes.

6) bufrsnd update -- bufr table update, change vertical velocity variable name.

7) Updates of downstream product packages (GEMPACK etc)

8) add diagnostic log files to HPSS archive tarballs.

9) Update ush/fv3gfs_chgres.sh to read operational real-time NEMS GSM from online COMROT directory to generate cold start ICs

Need to revert the changes Terry made related to variable forecast length.
