* A new script ush/hpssarch_gen.sh is added to create multiple sets of files to be archived
      for evaluation and verification, for running downstream models such as HWRF and NAM etc,
      and for restarting the model from either cold and/or  warm state.  Given the large size
      of restart files, warm restart capalibity is only maintained for starting from gdas/fcst
      and enkf/efmb steps, and once for every few days.
    * Replaced DO_DOWNSTREAM in config.base and ush/rocoto/setup_workflow.py with DO_BUFRSND,
      DO_GEMPAK and DO_AWIPS so each of the three downstream jobs can be independently chosen to run
    * Modified the settings of threads in various config files and WCOSS_C.env and THEIA.env,
      set default threads to nth_max in  WCOSS_C.env and THEIA.env for most jobs.
    * Updated GEMPAK and AWIPS parm files to include VVEL.

    *--changes merged from EXP-gfsenkf branch to tic21e branch
    * GENDIAG must be YES for EnKF step.
    * use OrderedDict instead of regular dictionary, so that XML preserves order
    * resources dictionary was compounded by strings. strings need to be re-initialized for each task
